Jyotirmoy Sircar is an economist (MPhil in Applied Economics from CDS, JNU) with over 12 years of in-depth experience in the Urban Reforms & Infrastructure sector in India with specific focus on Transaction Advisory, Infrastructure Advisory, PPP structuring, Contract Management, Project Management, Economic & Financial Feasibility Analysis and Social Impact Assessment.
He is highly skilled in PPP Contract Management in terms of Amendment, Arbitration, Land Issue Resolution and negotiations with Senior Lenders for successful Project Implementation. He is responsible for the successful implementation of Performance Based Payment contracts for C&T of Solid Waste – the first such payment mechanism in Asia.
For the last 10 years he has been primarily involved in project development in Solid Waste Management worth approximately Rs. 10000 crores. He has the experience of working in development of large- scale urban infrastructure projects/ programs funded by the Government of India, JICA,EIB, DFID & World Bank as well as over 80 Urban Local Bodies across 6 states. He has been involved in various consulting assignments for waste management projects.
